The paper presents results of analysis of observed data on wind wave spectra in the Huanghe River Delta offshore area. An empirical wind wave spectrum was fitted with a standard spectral form in common use. Comparison of the standard and observed spectra showed good agreement for the studied sea area. Introduction of a water depth parameter into wind wave spectra with three parameters, yielded this paper’s theoretical wind wave spectra suitable for both finite and infinite water depth. This paper integrates spectra parameters with wind wave characteristics, so that if wave characteristics are known, wind wave spectra can be estimated. The theoretical spectra agreed with measured spectra for different water depth.
